Assessor
The primary function of the Assessor's office is to assess the value of real and personal property. Property taxes in Indiana are collected by the local county treasurers, based on assessments that are provided by the township and county assessors. These assessments are based on guidelines and regulations set forth by state legislators and adopted by the Indiana Department of Local Government Finance.

Auditor
The Auditor’s Office is at the center of the county. The office looks to check and balance the County to ensure the accounts are accurate. Our department works very closely with the Treasurer and Assessor to allow us to reconcile against each other. The Auditor’s office not only has to answer to the State agencies, but we serve the tax payer first.
A few of the duties that are done in the office are deductions on your property, transfers, maintenance, abatements, budgets, payroll, accounts payable, tax sales, Tif, certification of net assessed values, distribution of tax revenue, accounting of all federal grants, settlement and general tax calculations.
The Auditor also serves as secretary for the County Commissioners and County Council. The office is the official keeper of the minutes, ordinances, resolutions, contracts and bonds.

Clerk
The Clerk's office is also known as the Clerk of Courts. This office handles a number of administrative duties for the circuit court, state and federal government. This includes:
- Collecting payments and record-keeping for County Courts including criminal and civil judgments, child support payments and traffic ticket violations
- Processing request for marriage licenses
- Handling of passport applications
- Filing of all court cases in Circuit Court and Small Claims Court
- Conducts all elections within the county

The Fountain County Board of Commissioners serves as the executive and legislative authority for the county. The Board's statutory duties include:
- Supervision of the county Highway system;
- Construction and maintenance of county bridges;
- Management of all county property;
- Auditing and authorizing claims;
- Receiving bids and authorizing county contracts;
- Exercising appointments to boards, commissions, committees, and certain department heads;
- Supervision of county building regulations;
- Management of county information technology system;
- Supervision of county economic development;
- Liaison to all county officeholders.
The County Commissioners meet on the 1st and 3rd Monday of each month at 9:00 a.m. in the Commissioners room at the Courthouse.
Community Corrections
Coroner
The Fountain County Coroner is tasked by Indiana law to investigate deaths that occur within their county. These deaths may be the result of illness or injury and it is within the scope of the Coroner’s Office to investigate those deaths with all the powers and responsibilities put forth by the Indiana Constitution and Indiana Code. The Fountain County Coroner and their staff take these responsibilities with the utmost seriousness and serve each person in Fountain County with honor and respect.
Deaths that fall under the scope of the Coroner’s Office include: death outside of the care of a physician, death by accident, suicide, homicide, accidental overdose, as a result of a motor vehicle collision, or unexpected death in the home. The Fountain County Coroner’s Office works closely with local and state law enforcement agencies on multiple levels to determine cause and manner of death.

County Council
The County Council is the governing body who has the power over fiscal affairs.
Specific responsibilities of the Council include:
- Approving annual and operating budgets of all county department heads;
- Establishing salaries and compensation;
- Authorizing the expenditure of public funds for specific purposes;
- Fixing tax rates and levies; and
- Authorizing the borrowing of money in the form of bonds and notes.
The Council meets on the 2nd Monday of each month at 9:00 a.m.

Emergency Management
MISSION
To provide Fountain County residents, businesses and industries, non-profit organizations, and local governments the education and support necessary to reduce the loss of life and human suffering; to minimize property damage; and to protect environmental sensitive areas from all types of disasters through a comprehensive, risk-based, all-hazard emergency management program.
VISION STATEMENT
The goal of Fountain County Emergency Management Agency is to educate the Citizens of Fountain County about their ongoing role in preparing for emergencies through education, community outreach and training. Through creating an increased emphasis on disaster preparedness, the Fountain County Emergency Management Agency looks forward to reinforcing interdepartmental communications and cooperation throughout our county, while creating a community culture of preparedness and fostering partnerships with local public and private groups and businesses.
It is the goal that Fountain County Emergency Management Agency will work with the community, neighbor helping neighbor when a disaster strikes.
In general, the role of Fountain County Emergency Management is to participate in the following four phases of emergency management protection.
- Mitigation, which includes any activities that prevent a disaster, reduces the chance of a disaster happening, or reduces the damaging effects of unavoidable disasters.
- Preparedness, which includes plans of preparations made to save lives and to help response and rescue operations.
- Response, which includes action taken to save lives and prevent further damage in a disaster or emergency situation. Response is putting your preparedness plan into action.
- Recovery, which includes action taken to return life and property back to normal following a disaster.
Fountain Circuit Court

Circuit courts are the only trial courts mentioned in the Indiana Constitution, but the Constitution did not create circuit courts. The 1851 Constitution granted the General Assembly the power to create circuit courts. The General Assembly divided Indiana into circuits, based on county lines. Each county in Indiana has at least one circuit court. Indiana has 92 counties, and 90 of these counties comprise their own circuit, with their own circuit court. The remaining two small counties (Ohio and Dearborn Counties) have been combined to form one circuit.
When Indiana first became a state, circuit courts were the only courts in each county. Therefore, circuit courts traditionally heard ALL civil and criminal cases. Today, circuit courts continue to have unlimited trial jurisdiction, EXCEPT when exclusive or concurrent (shared) jurisdiction is conferred upon other courts.

Highway
The Fountain County Highway Department is responsible for a variety of paved, chip seal, and gravel roads, as well as, bridges, road signs and markers, snow removal, stormwater, grading, and brush and dust control within the County. The Highway Department's main goal is ongoing improvement of existing roads and providing safe travel on the roadways it maintains.

Prosecutor
The Prosecutor's Office prosecutes all traffic infractions, juvenile delinquency cases, and adult criminal offenses. In addition, the IV-D division of the office accepts applications to establish paternity, establish an order for child support for custodial parents, and enforces the collection of current child support and any child support arrearage as ordered by the Court.

Recorder
The elective office of county recorder was the first local office created by the Constitution of the state of Indiana in 1816. It is the primary duty of county recorders to record instruments submitted for recording and maintaining those records for perpetuity. These instruments include deeds, mortgages, surveys, liens, releases, powers of attorney, military discharges, assumed business name, UCC’s, and many other documents.

Treasurer
The office of the Treasurer is a constitutional office. The Treasurer serves a four year term with a two term limit during any twelve year period. The County Treasurer is the custodian of all monies belonging to the county. Disbursements of monies with the proper orders issued by and attested to by the county Auditor.
Responsibilities include: Billing and collection of property taxes (real, personal and mobile home); taxes involved in bankruptcy; issuance of tax clearances; mobile homes and alcoholic beverage permits; investment of funds, conducts annual real estate tax sale, collection of taxes of public employees; the collection of delinquent property taxes and taxes in judgment.
Taxes
Taxes are due each year on May 10th and November 10th. Property tax statements are mailed out no later than the first week of April. Everything property owners need to know is on this tax statement on either the tax stub or the TS-1 comparison statement that is with the stub.
